Well, Pakistan is a democracy as they have a president ruling by man made laws. They may state that they are ruling by shariah and they may be implementing their laws however the country is rules by man made laws and only implement some of the laws. So instead of blaming Shariah I think that it would be wise to blame the Pakistani Government. There isn't a single country in the world which has a true Caliphate state.
