The constant vacuum carbs have a rubber diaphragm that can get cracked with age or suffer from tiny pin holes. I'm thinking though that your point gap is off, so go with that first. Add some fuel line cleaner to the gas to keep the carbs clean. Use 9h-plantium NGK plugs, they foul less and last longer.

The CL450 would do an honest 100mph with stock sprockets. You could change the rear sprocket with the CB rear or, better yet, go up 1 or 2 teeth on the front sprocket. A larger front sprocket is cheaper and easy to change. It's also better for longer chain life.

You have to be patient when setting the points on these engines. If you set the point gap to close the bike will idle rough or not at all. When you adjust the timing, the RH point gap will change so you have to reset it. Don't touch the carbs, your pipes are still pretty and that means the mixture is already perfect! Set idle speed to 600 rpm. Leave the valve adj to a good mechanic, it's too easy to screw it up if you don't have the know-how and experience.

Had a CB450 in the late 70s. These bikes won't run much over about 75-80.
clean bike i want to get one one day. did i see 11k ? how much did you pay and would you take it on the interstate?

I paid a little over $1500 (which was probably about right, maybe a little too much) for a nearly perfect bike...
I tried taking it on the interstate, but I have a vacuum or timing issue and it won't pull hard enough to keep up speed...
