Its most likely that his water pressure is the same as yours. Maybe he has better water flow than you. Water flow can be cut down by shutting down the mains stopcock. This is often done by plumbers to avoid pipes "banging" and to avoid splashing on worktops in the kitchen when kids turn taps on full. Turning flow down does not effect "pressure". Try stopping a slow flow of water coming out of the end of a tap with your finger...you will soon find that the pressure is still there.
