The canadian forces don't use the ADATS for ground target. For sure is designed for but the missile himself is too much expensive for such of treat while the canadian forces have the Javelin and the ERYX and also the Karl Gustav 84mm. Our operators still trained for ground target but it is primary focused on low and medium aerial target.

The US Air Force will own the skies over any battlefield where US land forces are fighting. Any aircraft flying over US forces will be an Air Force aircraft, so any ground forces surface to air weapon systems then becomes the greatest threat to the US Air Force aircraft. Understandably, the zoomies do not want US ground forces to have highly capable surface to air weapons. The Russians do have some very good SAM systems right now, but then again, they NEED good SAMs.
