He makes these prisons a shithole so people wont want to come back and will straighten out their lives, sounds to me like it works. You want climate controlled, cable tv, gourmet meals, dont be an asshole and dont go to jail, simple.

The ratio of people that come back are 99% because they can't make it through Maricopa County's Probation Department which is a SYSTEM DESIGNED FOR FAILURE. You have it all wrong and probably work for Sheriff Joe Arpaio. That is a statement that only his hired help make...not one with a human normal brain that knows and reads about Phoenix, AZ.
