Fallout New Vegas - How to get the ED-E companion

ED-E is an Enclave eyebot from the East Coast, built by Whitley at Adams Air Force Base. A prototype "duraframe" model, it contains an enormous amount of valuable data and was sent on an incredible journey, first going to Navarro for upgrades, then continuing its mission but being shot twice by an unidentified sniper (as seen at the beginning of one of the New Vegas trailers) before finally deactivating near Primm. It was found and taken in by a courier of the local Mojave Express branch and given to Johnson Nash, but it was never repaired before the Powder Gangers arrived in town. When the Courier arrives in Primm, ED-E remains unfixed, but if repaired, ED-E will join the Courier on his or her quest.
Though ED-E still retains all of its data and an understanding of its mission, its internal positioning hardware is badly damaged. The only reason it has not been seized by interested parties is because ED-E has not communicated its special mission to anyone.
