I think I know why, in part, the sister idea didn't work out. It's because many arguments that Doug and Carrie have are about Arthur and, often times, trying to get rid of him. If the sister is around, Arthur wouldn't be in almost every episode since the sister can take him; and frankly makes 1 too many characters. Doug can have an addtional friend or two as can Carrie, it wouldn't really matter, but the complications of *family ties arent suitable for 1/2 hour scripts.
