The artist is Bill Summers and Summers Heat. 1981, from the album "Call it What You Want." I can not find this version, on mp3 downloads. It is on vinyl.

Remember Strutting/Popping to this song back in da day up in the SCO Fisherman's Wharf/Pier 39 as a kid! Wish I could do half the moves I used to do.
