Impression is one thing. Playing the role is another. I think Josh Brolin did a great job in playing the role of Bush. It wouldn't have been convincing if he tried to impersonate him, because in that way, the viewer could never get absorbed into the movie, but rather he would be distracted.

Madden: "now here's a guy that fumbles his consonants, unlike -avre (the F has been retired)" Bush: "That's ironical, 'cuz we're goin' to Mars, and I'm goin' to name a few new consonantions after my Pappy"
