@TerraEnigmata My theory to this young Xehanort is quite simple: The old one/some other form of Xehanort is now awake in the Real World (Realm of Light) and uses some kind of "dream control" to let his minions of darkness appear, including his own younger self. Which would also explain why Sora collapsed in Traverse Town: Xehanort influences his sleep. It's vague though, only a guess.
@rollerfreak1331 I agree. It looks like he's the young Master Xehanort, the one that was shown in the first cutscenes in Birth by Sleep, where he said "This world is just too small". Well according to Nomura, it won't be just Vanitas. I think Xemnas and Xehanort's Heartless also appeared because of this. Vanitas could have fused with Xehanort, the same way Ven got back to Sora.

Here's what I think, the gold eyed person must be Xehanort. Why Vanitas appeared? I think he too fused with Xehanort.
