Yes, this video may not be one of those scammer videos. But as for how-fast it heats, is purely based on how many Watts it can draw, and how much energy the heater itself can store before feeling a benefit.

An oil radiator heater for instance, would first have to heat its own oil and the radiator before you feel a benefit. But then, it'll continue to radiate that heat after you turn it off.

Net result is the same.

A thermostat also helps to prevent heating too much.
