I CANNOT IMAGINE WHAT LESS DEVELOPED COUNTRIES ARE LIKE. THE SOLUTION HAS TO BE WITHOUT A DOUBT VEHICLES THAT ARE ELECTRONICALLY SPEED GOVERNED FOR THE ROAD ON WHICH THEY ARE TRAVELING.
