European Union's commission on Russia-Georgia war and recent WiliLeaks cables stated that it was Georgia that was agressor in that war against disputed region of S.Ossetia which was under EU (OSCE) peacekeeping mandate hold by Russians. Russian military responce was legal and necessary.
