@jayasuriya101 someone from the IRS needs to say "hey, this is what the taxable amount is and this is where the defendant is breaking said law.." so.. if you can not even establish that the defendant legally owes a tax.. how can you charge him with a crime/fraud?

I am curious. Not sure exactly how US law works. But to establish someone as "a taxpayer under US federal law", why the heck do you need a "witness"?? Doesn't the tax legislation define what this is so that anyone can interpret it (ahem the lawyer) and appeal to the judge?

@jayasuriya101 I think it all falls back to contract and/or trust law - it's about probating the estate. IDK, title 26 is only 6.5 million words long...
