people attribute the disaster to a lack of US planning, but this then brings up the question of whether the US even cared about the effects on the iraqi people in the first place. from their military strategy of violence "surge" and raids that continually kill civilians to eliminate US political rivals, it seems they did not and do not care about the iraqi people.

I agree with your comment, but I believe the US motivation originally disregarded the iraqi people from the begginging and was only concerned about their resources.
