Because pigs are unclean animals. As for the dogs, yes we can touch them but we have to wash ourselves after that.
We are allowed to keep dogs as guard dog for protection and not as cute pets.
Islam teaches us to be kind to animals, just because some animals are forbidden for us to eat, it doesn't mean we can be cruel to them. Its a sin to be cruel to Animals in Islam.
