If I'm not mistaken the question being plastered up "Is this illegal" refers to the billboard not the question being plastered. And yes illegal billboards are a huge issue.

Bad enough we have to be constantly seeing billboards but now we find out that insiders are fighting to even keep the INFORMATION about illegal billboards from the public?
