Ok; first of all pics would be nice in order to try and determine what the spots are; if no pics area of service so I could recommend a knowledgeable cleaner from my professional forum group to look at it. Remember when shopping for cleaners to stay away from national chains; their commercials are entertaining but techs are inexperienced, young, and are taught to upsale you stuff you don't need. I recently moved to house where there used to be a dog who had incontinence and there are spots all over the carpet t was supposedly steam cleaned but it looks very dirty with dark stains, what is the best way to clean it?

I am a professional carpet cleaner. Never use spot removers!!!! This lady is a joke!!! Resolve, ANY spot remover contains soap, why would you use soap... and never rinse it? That's like washing your hair without rinsing it, it gets STICKY WHICH ATTRACTS DIRT. NEVER USE A BRUSH!!!!! You're just grinding dirt INTO your carpet fibers, not only that but spot cleaners will attract more dirt and SET STAINS IN because of it's high PH levels. People, don't listen to this clean. VINEGEAR AND WARM!!!
