I wouldn't say he takes luck. I'd say he needs luck to beat with any speed, definitely. You just have to use the jump and spin attack the most to do it faster. You can definitely consistantly dodge the penguin's ice beam thing. Just run in one direction as he switches modes and you can jump after the first two ice blasts hit the ground to avoid it. That way you will also dodge the grim reaper. The best time to hit him is when he's between transformations or when he's the purple guy.
