According to IAEA Iran is in full compliance with its treaty obligations. The other items referred to are voluntary. Iran is not under any obligation to accommodate anyone on those. The UN sanctions are purely political and do not have any legal basis. It is not for Mr. Brown to determine who can or cannot have nuclear energy.
Engaging in this kind of low level propaganda is unbecoming of a major politician.
As the supplier of the Israeli nukes, UK is the premier proliferator in the world.
