I'm guessing that they used a video editing software: cut the video at certain sections to create different layers. (where the arms will remain in place) Probably cut out the background, allowing for other layers to appear in the back (hence you can see him moving). Did this for all the different arm positions, and in the end put all the layers together forming this beautiful effect!
