The best villians out of the old Burton/Schumacher films goes like this for me -
Penguin and Catwoman were the best, Jim Carrey's Riddler was surprisingly good and Jack Nicholson was cool as the Joker, though he is a tad bit overrated in that role. I'll give Uma Thurman props for being the best villain in Batman and Robin. Two-Face was sub-par (I wish Billy Dee Williams had a chance) Mr Freeze and Bane were silly.
From the Nolan series - Joker, then Two-Face - and the rest are equally great.

@Sara94Lee Many people have suggested Philip Symour Hoffman. I could see him playing Penguin more like how he is in the comics: An intelligent, sophisticated, slightly odd- looking gentleman criminal/ crime boss.

@danfifepsu The Fat Clown was objecting to Penguin's plan, and clearly wouldn't go along with it. By killing the Fat Clown, Penguin made an example of him, ensuring that none of his other henchmen would dare raise similar objections to the plan.

Dammit i feel bad for that fat clown at 1:19... He seems like such a chill, normal henchman guy.
