elements has no liquefy tool :(

Photoshop, but its about ten times more expensive. For most amateur photographers Elements has everything they need.

I never heard of this version of photoshop.. is it newer than photoshop CS4?

Elements is the budget version of Photoshop. It's on version 8 now.
