Why Not just use a Smoke brush?

when i design the shape it doesn't appear on my layer screen, and it is transparent, it isn't white. What's happening? Help please!

Try it. If you're looking at white on white, it's very hard to see what you're doing. When you have black on white, it's easy.
Anybody with an artistic eye will know when it's right. It's also digital. So if it doesn't look right when you turn it back to white, you can always try again.

@worldview2007 bad idea, when its the wrong color it will be even harder in the previews.... you need to have it right from the beginning so you can actually have something that tells you what it's going to look like.

Quick tip.
If you're working with a white object that doesn't show up well in the preview Windows, To to the Levels dialog box, and drag the White tab all the way to the right, and the black tab all the way to the left.
This will make your white image black (and easier to see in the preview widow).
When you've finished adding the filters, simply switch the values back and you will have your white shape.
