I heard this is about his love for a girl that is completely out of his league hence the 40 ft tall painting etc... The whole coming to take the painting is refereing to the girl's family, which they decide he's not good enough for her. He protest he will defend his love violently. I've actually heard many thoughts on this song. However, the "delusional bum" seems a bit odd to me. CC always seems to refer to love, getting high or peace..lol no bum..

The song is about a homeless man who is in love with a painting, and the police are taking the painting down, and he is standing up for "his love" who is the painting.

You are correct about the bum but if u really fallow the song at the end he says "They say that a wild man defending his lady
But for some odd reason they keep calling you a painting" so im almost garentee hes talking about himself as a bum and hes talking about his art on the wall and about the cops taking it down.
