There are two types of countries in Europe: those that dub films and series, and those that not. In countries where they dub, (Spain, France, Germany), etc, the level of English of the average citizen is very low. In those where they dont dub (Portugal, Scandinavia, Holland, etc), the level of English of the average citizen is very high. Simple as that. Dubbing was invented by fascits regimes in order to prevent "foreign influence" on the local people, that's why it should be forbidden.
