US Vice-President Dick Cheney's current Chief of Staff, David Addington, has been forced to testify on Capitol Hill over the Bush Administration's harsh interrogation policies towards detainees.

During Thursday's hearing, Addington refused to answer when Jerrold Nadler, Chairman of the House Judiciary Subcommittee on the Constitution, Civil Rights, and Civil Liberties, asked whether a president could authorize torture.

Addington maintained that America remains under threat of attack. Critics of the Bush administration's interrogation policies have said Addington led the changes in legal analysis that allowed the tougher interrogations.
