He's saying that waterboarding is not torture? Let's see what he says when an American soldier/citizen is waterboarded... then let the American people say whether it's torture or not...
American's DON'T NEED Congress to decide FOR US that waterboarding is torture! Because it is! And when a person is tortured, he/she will say ANYTHING to make the suffering go away. Thus, the information obtained from waterboarding is NOT reliable
