Probably the second hardest part in the playthrough, first being the bike chase.
There's 2 sure fire ways to do the first part. The way I do, tranqing the main guys, and letting the Rebels distract the others, or you can save ammo, and run along the left wall, then crawl by the PMC escorting the Rebels, who will be too distracted with their jobs to notice you. Personally, I think tranquilizing them at the start is easier, and even if you're doing a naked run, you have more than enough ammo throughout the game.

that first part is the 2nd hardest part of the run, the hardest is the bike chase.
My best advice would be to try to tranq them in the order I do asap.
The rebels are really stupid, and don't serve for much besides a distraction, so if they die, you'll be ok.
When you get to the hill you want to take out the guys I show, then run to the next area as fast as you can
It will probably take a few trys and some trial and error until you get it right, but then the rest of the chapter is super easy
