Nepal Police stopping Nepalese monks.MOV

Today is the 27th Happy Birthday of H.H. the 17th Gyalwang Karmapa Ogyen Trinley Dorje. We woke up very early morning and offered white scarf (Khadhar) and did long live prayer of HHGK. Our monastery is located nearby Swoyambhunath.
After breakfast, we went to Boudhanath where the HHGK's Happy Birthday celebrating at Dabzang Rinpoche monastery. Unfortunately, the Nepal Police stopped us to go there. We asked the reason why they were stopping us but they were saying that they received their order from Home Ministry. We stand on the road more than 3 hours. We talked a lot peacefully with police officer but nothing was happen. Finally, we decide to not to go to Boudha and we did one round big stupa of Swoyambhunath which has nearly 3 kms. Police didn't allow us to use any banners and images but our monks from Leksheyling and nuns from Trangu Tara Abbey slogan Karmapa Khenno while when were making round the stupa. This is the situation what happen with us today.
We really want to know from Government that why they stop us for celebrate the Happy Birthday of HHGK. This year is 17th times celebrating HHGK's happy birthday in Nepal and there wasn't any problem. I heard from my friend on phone that at Boudhanath, they didn't get permission to go around Boudha stupa but they celebrated in monastery as well as with lot of police. Karmapa Khenno
