A more aerodynamic 500 pound lighter car with the same engine should be quicker than the GTO. I ran a 12.90 @ 110.7 when my previous '03 C5 Z51 6 speed was stock, It only had non runflat michelin pilot sport street tires on it. From 01-04' the 6spd LS1 C5's had 350 HP & 375 LBFT...All Targa models weighed about 3,230 LBS give or take a few. I own a 335i X-Drive 6MT and it hauls ass, but it definitely wasn't quicker than my C5 in the 1/4.

Too bad LS1 C5s never made 400 hp. That is the LS2 from 2005-2007. The LS3 in 08 made it a totally different ball game with 430 or 436 hp and running low 12s at 117-119 mph stock. You are probably running into Auto C5s and definitely no C5 Z06s. Those would suck your headlights as would the LS2 and LS3 C6s.

The drive of the vette doesn't know how to drive. Stock ls1 corvettes can do 13.1s.

Mine went 13.1 consistently. Added an air filter and a handheld tuner and it ran 12.7. Torque management slows the Vette down a lot. Once you get rid of most or all of it, the car will move out.
