    HH the Dalai Lama presented a draft democratic constitution for Tibet.

    In 2001 the first direct democratic elections were held by the Tibetan people for the post of Kalon Tripa (Senior Minister) in the history of Tibet.

    I can strongly recommend reading "Murder in the High Himalaya" by Jonathan Green, published in 2010. He's a US citizen who went to Tibet, did extensive research and knows what he's talking about.

    Tibet is part of the People's Republic of China, and inherited Tibet as the successor of The Empire of the Great Qing of China and the Republic of China on the Mainland.
