I used Mupen64Plus's memory editor to change the RSP segment pointers. Those start at 80150258 in Mario Kart (US version); the ones you want to change are:

4 (8015026C) Vertices

5 (80150270): Textures

They contain a physical memory address (00000000 - 007FFFFF, but only up to 3FFFFF is used in this game); point them at things and see what happens.
