NH seems to have a good idea. Open things up for more common people who are in touch and can in turn be touched. Also, women make up roughly 50% of the population. Shouldn't they get roughly 50% representation (& this is a dude typing this). Some of the old Native American tribes followed this policy and it worked for them.
