close all the loopholes. Maybe if Pensylvania and other surrounding raised their cigar tax to a level high enough to protect public health like New York does, people in New York would stop driving there just to get cigars. Another thing is to close the loophole where smokers can get their deadly tobacco products tax from the indian reservations and the internet. Close all alternatives and then smokers will buy the taxed new york cigars.

This is a shame! But ironically, the brands I see behind most of these NY retailers who are fighting for their lives are the same brands that are owned by the very same discount mailorder houses out of PA that are taking their customers. Why do they carry their stuff and push their brands? Its complete insanity! If the NY retailers win this battle, maybe they should take a second look at their product mix - don't you think?
