The change in pricing allowed 1000 more people free care in Fife.

Not quite sure what lessons you might learn? West Devon is a Conservative seat with 44% of the vote. Labour came third in 05.
In Generates, Labour, holding the seat went up 3%. While SNP, the challengers, up 15%. Both Conservative and Liberal lost deposits.
Do you really hope to win in Devon by following the same lessons of Labour here? Much of it was centred by Labour, as you said, on very, very local council issues but with national policies....
