I work on campus of a big 10 university. We have Barracuda Firewall. Recently content filtering went into effect. Any gaming site or MMORPG now is blocked as "Game Media." An anime e-tailer I've ordered a lot of anime from on my lunchbreak before, is blocked as "Adult" because it has hentai titles. A popular gay sex advice podcaster who blogs out of Seattle and speaks/blogs a lot about marriage equality, the whole site is blocked as "Tasteless and Offensive."

Yes, it is too late. That is one bell I doubt can be unrung.
The focus of control needs to be given to the user not the provider. That's how it should be.
