For your consideration: suppose that the construction of the WTC towers hinged on a guarantee to insurance underwriters that the towers would not cause significant damage to surrounding structures in the event of their collapse. How could such a guarantee possibly be implemented? The video is Get Smart episode #52, "Smart Fit the Battle of Jericho", which aired in 1968 (the same year that WTC construction began).
