Ovi Store is Nokia's official online shop which lets you download commercial and freeware mobile content (apps, games, themes, videos, ringtones etc) directly onto your phone. It can be accessed through the Ovi Store website (store.ovi.com) or by installing the Ovi Store application on your phone.
The video seen here was shot on a Nokia N97, but the Ovi Store app is available for most Nokia phones and smartphones (Nseries, Eseries, most numbered phones too such as the 6120, 5800, 3110, 5310, 6300 etc). The Ovi Store app version shown here is 1.05, later versions may look different.

is it free to browse on the ovi store coz i just got a nokia what can go on ovi and its a n97 on a contract and if i go over my thing my mum will be so pissed
If you're using Wi-Fi at home or in a hotspot, it costs nothing at all to browse.
If you're using the phone's 3G internet connection then you should ask your network how much it costs to browse the internet. Ovi Store works through the internet, so it costs about the same to browse as a simple website.
is the ovi store free to use? i mean, i know you have to pay for the games and stuff you download, but when you just go on it just to browse, do you have to pay something?
Nokia themselves don't charge anything to use Ovi Store.
If you access Ovi Store through your phone's Wi-Fi/WLAN connection then it shouldn't cost anything at all.
However, if you access the internet through the mobile phone network (3G, 2G etc), you may want to check with your phone network operator to see how much they charge for internet use. Some operators will let you use the internet for a flat fee, while others will charge per megabyte of data transferred. Some have special offers too.
