The high elves are descendant from the night elves. they wanted to keep using magic after the night elves shunned its use after whole well of eternity war and so they parted from their brethren. then, after arthas came and ravaged the high elf land of quel thalas, killing all but a handful of them, a bigger portion of them renamed themselves bloodelves for their absolute need for the blood of arthas. some high elves remain, the main one being vareesa windruunner, sylvannas' sister, in dalaran.

@Deshwat90210 Sylvanas was originally a High Elf, which I believe relates to three different kinds of Elves, including the Night Elves.

the Lament of the Highborne actully isn't only about Blood Elfs or Sylvanas.
the song is (in-game) ages old, and rather is a lament about the whole story of the elves, starting at the Night elves history, banishment of the Highborne, them turning into High Elves, and later Blood elves.
it;s about all the three kind of elves. =)
