Actually I think its fake anyways... You can see like 4 pixels over the image so it looks like its been blurred. I think its just a helicopter... Perhaps there's an emergency on the other side of town and it is searching for a good place to land. Looks like there's something glowing under it at the the end of the video maybe their sirens...

look around youtube alone it is everywere not just in USA! Lots of other places have there own YOUTUBE type thing going even tho they use this one as well...The best stuff i seen has been out of japan and europ
