A quick question if you please Major. Around my area Bioshock 2 is half the price of Bioshock 1.. Is that indicative of the gaming quality or should i not look a gift horse in the mouth?

Possibly. Unless you're into multiplayer, Bioshock 1 does indeed offer you more bang for your buck (longer single player campaign). Bioshock 2 is still a good game though.
