What sort of weight is being used there? It's just surely the weight for the upperbody would be too light for the legs??

You can start with one oly plate on each side. Remember circuits are more for endurance/fat-burning than strength so you might be able to load for example 3 or 4 oly plates when squatting or doing deadlifts but for a circuit you load a light weight so that you can do the whole circuit.
