1. While it may be true that the convoy are doing this to fight for their reason, I find it unnecessary to honk their cars throughout the neighborhood. It is disturbing, and it is will not create a good impression.

2.As what nirvana07 wrote, I also believe that the police are being rather polite. It is just that maybe, maybe some misunderstanding happen. (I never heard the police shouting out the word 'pariah')
