Nigga is a word used to describe oppressive mentality. Identity and context is the key.
A person subject to oppression hence uses the term in ambiguity, insofar as to say comrade, your prominent, talented, or aggressive. Also used as a badge of honor based on your shared struggle. There in is the positive usage. Negative usage identifies the other as the antithesis of the above. Haters are going to hate. If there wasn't another around to hate, they would hate themselves.

Although not a possibility within the context of our current mode of governance, it would greatly benefit the black community to undergo the imposition of such transformative policies of "positive liberty" in order to get beyond its present state of stagnation and obscurantism. Among other things, by debarring the use of the N-word the black community can begin a path of reformation away from the toxic manifestations of culture that now seem to plague it.

Social commentator Isaiah Berlin spoke of the efficacy of "positive liberty," meaning a type of benevolent dictatorship or imposition of values and policies that will mandate or coerce a people into adopting values and behaviors that are in their best interests. Despite these same people not wanting such a positive transformation themselves. Similar to a drug addict who stubbornly adheres to and rationalizes her self-detructive behaviors.

It is quite disturbing to view a supposed plenary group of black "leaders" or "intellectuals" actually validating the use of the N-word as a staple of black culture. And, sadly, the audience en masse actually applauded such validation.

The hip hop sub culture, and its characteristic dumbing down by misspelling words and the use of the N-word, is another contemporary variation of the black-faced minstrel. Jay Z is yet another incarnation of steppin fetchit and a well paid collaborator with the system of racism white supremacy; his millions notwithstanding. True self-resect and dignity are then truly priceless.

@unvmyskills What is most offensive is that these whites summarily deny having undeserved privileges relative to blacks. A study by Devah Pager revealed that whites with a high school diploma and a criminal record are more likely to obtain employment than a black male with no record and a college degree. This is a most egregious indication of blacks being oppressed in America. And whites experiencing a form of Affirmative Action, if you will, via discrimination and afrophobia, not govt aid.
