Can you adjust the ride height and dampening while it's installed on the car?

He seriously did!
The coilover has adjustable dampening - bound/rebound ( 2 way adjustable) and because not all coilovers/shock absorbers are linear ie: progressive/digressive rate, on a shock dyno these units will show a curve which is the "dampening curve".
