The institute compared health care systems in the industrialized countries in the Organization for Economic Cooperation and Development (OECD) and found Canada currently spends the most, yet ranks among the lowest on indicators like access to physicians, quality of medical equipment, and key health outcomes. Canadians also have less children, so naturally, your infant mortality rate is going to be lower than ours. Canada: 330,000 a year; the US: 4,096,335a year. Even when adjusted for population densities we still have more births annually, so obviously our infant mortality rate will be higher. Still, it is not a criteria for ranking a health system as socio-economics between our two countries vary so widely.

Infant mortality rate is not a measure of a countries health system, there are far too many factors that play into such a statistic to rate a health care system upon it as a solo value. However, probably one of the best ways to measure the wellness of a health system is in "responsiveness", a measurement of how quickly and effectively a health system caters to patients, and how quickly those patients recover. In the WHO report the US ranked #1, while Canada ranked #7.
