Yes. That's definitely rain. Nothing like snow. Definitely rain. Also some thunder, and perhaps some hailstones. Can't understand why the government does nothing about the weather. British and American governments are fucking useless. They just seem to be interested in the people living in the middle east, or rather interested in their oil. By the way your animation isn't crappy. I'm a great fan of rainy animation.
