Responsible registering is the only answer. Unfortunate? YES! Needed? YES! They cant control without and breeding and rescue is a byproduct of this lack of control... Im all for rescuing dogs !!!!!!! , But i dont want to add to the problem........... And i love my dog coz he has been a loyal and great example of a pure bred well looked after dog.... They are true to their disposition and he has made me more responsible as a person. Long Live the Terrier :)
