This looks like a problem with your window padding. I was also confused when I discovered this.
I suggest you download and run the ultimate windows tweaker (you can google it) and change your window padding to 4 or higher.

I have the same problem! I have been searching everywhere for a solution but none exists. It seems to be a random M$ bug. It is so unbelievably annoying ! ! ! !

I would like to, but I have no solution yet :( . After a lot of effort to find out wtf it is it seems to be a Microsoft bug :(
